"Lives are for sale in Europe", warns UNODC

Fewer people are convicted for human trafficking in Europe than for rarer crimes like kidnapping. Only 9,000 victims were reported in 2006, a figure about 30 times smaller than the total estimated number of people trafficked.

"Perhaps police are not finding the traffickers and victims because they are not looking for them", said UNODC Executive Director Antonio Maria Costa.

In the run up to EU Anti-Trafficking Day on 18 October, UNODC has issued a report based on the Global Report on Trafficking in Persons (launched in February 2009), which shows that trafficking in persons is an under-detected crime in Europe. Along with the new report, a training video for trainers of criminal justice officials (prosecutors, judges, law enforcement officers) and other specialized audiences is also available.

The information in Trafficking in Persons: Analysis on Europe shows that a great deal of people are being trafficked within the European Union, both domestically and regionally (predominantly from South-Eastern Europe to Western Europe). European victims represent just a fraction of the total number of victims detected in Europe. Recent trends show a marked increase in victims from China and countries in Central Asia.

Most of the victims of human trafficking identified in Europe are young women who have been trafficked for sexual exploitation. Around 10 per cent of trafficking victims in Europe are children. Cases have also been detected of men who have been forced to work in construction and agriculture. "Lives should not be for sale or for rent on a continent that prohibits slavery and forced labour, and prides itself on upholding human dignity", said Mr. Costa.

Most of the prosecuted traffickers are locals, predominantly men. When foreign traffickers are involved, they are often of the same nationality as the victims. Curiously, for a crime where most victims are women, the number of prosecuted female offenders is higher for human trafficking than for other crimes. "We need to better understand why people traffic their kin, and why women exploit other women", said the head of UNODC.

On a positive note, the report shows that in the past six years, in other words since the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, came into force in December 2003, most European countries have criminalized trafficking for the purpose of sexual exploitation and forced labour.

Affected for Life

EU Anti-Trafficking Day also marks the launch of a UNODC training video, Affected for Life, which promotes awareness about human trafficking.

The video is targeted at prosecutors, judges, law enforcement officers and other specialized audiences, and illustrates the elements and different forms of human trafficking. The video will also be used as an awareness-raising tool to exemplify some of the key aspects of human trafficking, including the differences between human trafficking and smuggling of migrants.

The video is currently available in full-length and abbreviated versions in English; versions in the other official languages of the United Nations will become available in early 2010.

The Coalition Against Trafficking in Women (CATW) has successfully filed an Amicus Brief in support of the lawsuit against Craigslist filed by Sheriff Dart of Cook County, Illinois seeking to hold them accountable for their role in facilitating sex trafficking. CATW Amicus Brief contains an impressive list of 65 co-signers representing a wide range of prominent organizations and individuals.

The goal of the law suit is singular: close the adult services section of Craigslist.It is well known that Craigslist adult services section has become the technological red light district for pimps/traffickers and johns, says CATW Co-Executive Director, Norma Ramos, Esq.

Sheriff Dart's Craigslist lawsuit requests the US District Court for the Northern District of Illinois to compel Craigslist to no longer host these ads. In doing so an industry standard could be set which would help create a human trafficking-free Internet, says CATW Founder, Dorchen Leidholdt, Esq.

For far too long, Craigslist has been profiting from the facilitation of the prostitution and trafficking of women and minors in Cook County. It is time this website be held accountable for the harm that they continually enable, says Rachel Durchslag, Executive Director of the Chicago Alliance Against Sexual Exploitation (CAASE.)

Craigslist continues to cynically profit from the rank exploitation of others by functioning as an online pimp, says Ms. Ramos. Mackinnon, demonstrates the widespread support for Sheriff Dart bold legal efforts to hold Craigslist accountable.

A taste of the A21 Campaign and a helpful link.


When confronted with the statistics, the issue of human trafficking can be overwhelming to say the least. It's true... "someone SHOULD do something", so we have decided to take responsibility and put our hand up... if for no other reason than just because we have a hand to raise and a heart that's willing to make a difference. We have decided to become that "someone". This is why we created The A21 Campaign. We can ALL play a part in fighting injustice... it is the only way we can win.
